Public Health Reporting for Meaningful Use

All Eligible Professionals (EPs) in the Medicare and Medicaid EHR Incentive Programs must do public health testing with Michigan Department of Community Health (MDCH) to successfully attest to stage 1. The measure requirement can be different depending on the program year and there are very few  providers  who can claim an exclusion*, which many providers may be unaware of and therefore subject to failing an audit if they don’t complete  a public health measure. For stage 2 of the program, sending data to MCIR is a core requirement unless an EP can claim an exclusion*; however, public health reporting is three of the six menu options and specific steps are required to meet those menu measures as noted below.

 

Public Health Meaningful Use Stage 2 Protocol

EPs in Stage 2 of the program  who select any public health menu measure must follow a specific protocol. A required step that must be done to successfully attest is sending an email to register intent to initiate ongoing public health submission data to the appropriate registry within 60 days of the start of the reporting period. If 2015 sticks to a 365-day reporting period, stage 2 providers need to register their intent by March 1, 2015. That is the last date to register to meet the program’s criteria. However, if 2015 changes to quarterly reporting, providers will need to send their message of intent to the appropriate public health agency no later than 60 days after the start their chosen quarterly reporting period. For the first quarter of 2015, this would still be March 1, 2015.

 

Don’t forget, EPs also need to be engaged in preparing follow-up submissions, working on the test message until it is correct. Registering intent is just one step. At a minimum, EPs need to send one refined/improved test message per quarter until a valid message is created. This means EPs have until March 31, 2015 to submit a refined/improved test message.

Michigan Cancer Surveillance Program (MCSP) 

 

*For Syndromic Surveillance, the only provider types who qualify for the exclusion are: Dentists, Dental Surgeons, Podiatrists, Optometrists/Ophthalmologists, Chiropractors, and Certified Nurse-midwives. For the Immunization Registry (MCIR) measure, an EP can only be excluded if no immunizations are administered during the EHR reporting period.
